Abstract EN

In Iraq there is a wide building and reconstruction projects, more of them suffering from delays (time overrun).

This research aims to identify the most important factors affecting the project completion in time and to develop a model between the years number of experience and delay percentage.

In primary questionnaire, 78 probable causes of delay are included in four categories.

This questioner is distributed and analyzed through a round one of Delphi method with participation of twenty-seven experts.

Sixty-two delay causes are refined and included in round-two questionnaire.

The survey sample of round two includes 96 engineers, contractors and owners.

Data are analyzed using one-way analysis of variance (ANOVA), the mean of occurrence and importance are computed to determine the Score of each cause.

Regression analysis is applied to describe the relationship between the year of experience and delay percentage.

The findings of this research are that the most occurrence and importance causes are; 1- Delay in materials laboratory tests, 2- Awarding contracts to the lowest bidder, 3- Difficulties in financing the project by the contractor, 4- Sudden rise in the prices of materials, and 5- Incorrect of contractor estimation for contract duration.

A developed S-curve (fruitless) relation explains about 36.4% and 24% of the variation of delay percentage with 0.000 and 0.002 degree of significance in relation with the engineer and the contractor period of experience respectively.

Other variation in delay may be explained by other measures that vary from construction project to another.
