This article highlights the significant role played by the media and communication in the development of local communities, and pushing them towards urbanization and civilization, and eliminating all traditional forms and personal, social and cultural obstacles that limit and hinder the process of development by focusing on a conceptual approach to development that includes the concept of development and the local community, reasons for interest in development and its importance, and then to expose some theories of media and social explanation of the development process, after which the transition to the presentation of the functional obstacles to the development process and highlight the media role to reduce them.
