Abstract EN

The United Arab Emirates has adopted the market maker system as part of the financial markets regime in its quest to develop the regulatory environment and to basically move from small basic markets to emerging markets.

The aim of such system is to integrate into the global financial markets and to join the international financial indicators and attract foreign investment to gain access to the world.

The UAE legislator has established this system and other support systems which provide liquidity, short selling, lending, and borrowing of securities.

In short, the Market makers are normally tasked with providing sufficient liquidity in order to reduce volatility in prices and maintain a fair and orderly market.

According to the above, this study came to indicate the definition of the market maker, the legal conditions for the license, and most importantly, the tasks required by the market maker in carrying out his work such as providing liquidity, sell securities, lending and borrowing of securities, and finally to clarify the legal implications of the market maker job.

This study has concluded that there should be a business market maker in the financial markets if the financial markets wanted to upgrade themselves from basic markets to emerging markets, and this also can help to set the traded securities prices.

In order to achieve this specific aim, there must be an availability of a legal environment for the market maker system to achieve many of the goals sought by these markets.
