The emergence of cybercrime - as a new type of crimes and its transnational characteristic - has led the international community to cooperate to tackle these crimes which have a very negative impact on the national security of states on the economic, military and social levels.

Therefore, developed and developing countries have sought to take joint measures to address these crimes by concluding international conventions to combat these crimes.

These conventions included the Budapest Convention to combat information crime as well as bilateral and multiple agreements to extradite criminals, which are among the most important methods combating these crimes given their unlimited nature.

As cybercrime is linked to technological development, which requires that those who fight these crimes have a high degree of skill in using computers (the means by which these crimes are committed), world countries tended to hold specialized and continuous training courses for security personnel.

This was meant to continuously identify the precise techniques that help to detect crime and its perpetrator in order to keep pace with the technological process in the world and to be able to discover the development in cybercrime.
