The disciplinary system works for the public best interest to maintain maximum functional stability.

The system is based on the employee, and it is the tool that works to strike a balance between the employee’s adequate and competent performance of his/her functional duties and job requirements.

Public interest relies on the good performance, speed, honesty and efficiency of the employee.

On the other hand, management must maintain the employee’s performance level by providing guarantees that ensure their rights and protection against the abuse of administrative authority.

Such guarantees may be imposed before endorsing the penalty or subsequent to the disciplinary penalty.

All those Guarantees granted to the employee fall within the concept of the fairness of procedures.

Based on these two considerations that are in the interest of management and the interest of employee, the disciplinary system emerged and investigation came to be as one of the important means of disciplinary responsibility.
