It is certain that the phenomenon of administrative and financial corruption is not the result of today, and is not related to a specific time and place, but that attention has increased since the second half of the 1980s, due to the negative effects it has on development.

In view of the seriousness of this phenomenon, it required international cooperation (governments, parliaments, Government, businessmen, various media, the private sector ...) to confront them, and to develop strategies and mechanisms to ensure the reduction of the effects of all forms of corruption as mechanisms of transparency and disclosure.

Therefore, this study aims at reviewing one of the most important obstacles facing development, namely administrative and financial corruption.

It discusses its concept, types, causes and effects, as well as a review of its various aspects.

The mechanisms of transparency and disclosure are discussed and their role in combating and reducing administrative and financial corruption.
