Corruption is a societal scourge that human societies have known and suffered from since the emergence of man on the face of the earth until the present day, and corruption represents an obstacle to the growth and development of societies.

Therefore, the high corruption index in any society is evidence of the low effectiveness of government control, the weakness of the law and the absence of effective legislation in it.

At the same time, the low corruption index is considered as evidence of the strength of law, the effectiveness of legislation, and the existence of effective and forceful oversight.

The international community realized at an early age the seriousness of corruption, and thus the fight against corruption received great attention from international and regional organizations, after its link with organized crimes and the security problems faced by contemporary societies had been confirmed.

Thus, states have strived to lay down the means and measures that prevent the spread of this phenomenon in societies, guided by the measures and mechanisms stipulated in the United Nations Convention against Corruption, which is one of the most prominent ways to confront corruption crimes and acts.

It is also one of the most prominent international legal instruments and one of the most important practices at the international level in combating and controlling this phenomenon.

In this regard, the Anti-Corruption Agreement stipulates a set of measures and procedures, some of which are mandatory, and some are indicative to the states parties.

The conclusion of international and regional agreements against corruption is one of the most important results and regional and national efforts aimed at combating corruption as it formalizes government commitment in implementing its anti-corruption principles.

In this context, we will present in this study the preventive measures to combat corruption in accordance with the 2003 United Nations Convention against Corruption, and show the extent of countries ’commitment and implementation of their international obligations to limit the spread of the phenomenon of corruption.

The measures and efforts taken by the United Arab Emirates in the field of combating corruption will be an example of this, considering that it is one of the first countries that are committed implementing their international commitments regarding the implementation of the provisions of the United Nations Convention of 2003 against Corruption.
