Financing is one of the most important pillars of the rise, growth and perpetuation of terrorist activities.

Therefore, terrorist organizations seek to diversify their funding sources in all ways, whether they receive financial and in-kind support from terrorist organizations or from the proceeds of some illegal activities such as money laundering, arms and drugs, counterfeiting, hostage-taking, human trafficking, robbery, armed robbery and other organized crime.

The international community has initiated a program aimed at identifying and criminalizing the financing of terrorism and encouraging international cooperation to prevent and suppress the financing of terrorism through the International Convention for the Suppression of the Financing of Terrorism of 1999 under the United Nations General Assembly.

The Security Council also issued a resolution that includes a set of legislative and procedural obligations aimed at drying up the sources of terrorist financing in an attempt to block and eliminate the terrorist phenomenon.

The United Arab Emirates ratified the International Convention for the Suppression of the Financing of Terrorism and issued Federal Law No.

(7) of 2014 regarding the combat of terrorist crimes.

Despite the diversity of efforts against the financing of terrorism, between legislative aspects including criminalization and punishment, and procedural aspects and measures, they remain ineffective in draining the sources of terrorist financing.

The major Powers continue to support and finance terrorism indirectly, International legislation and treaties, while the Security Council has ignored these supportive and supportive practices of terrorism.
