The decision of conviction should be based on verification of the commission of the crime and its direct relation to the offender.

Nonetheless, legislators could ease off the procedures of litigation especially in criminal offences, as they can authorize judges or attorneys to enforce punishment even without the attendance of the offender.

In fact, the advantage of the penal law system helps to lessen the burden on courts and leads to firmer application of criminal justice.

This study was divided into two parts.

The first part dealt with the scope of the criminal order, and it is divided into two sections where we discussed the crimes in which the criminal order may be issued, in addition to the criterion of crimes subject to the criminal order.

In the second part of this study, we discussed the authority responsible for issuing the criminal order, and we clarified the authority of both the judge and the Public Prosecution to issue this order.
