A balanced scientific research, which stood on an important fact that states that the Holy Qur'an, in its miraculous speech, targeted man above all, and it was necessary for them to understand it in order to be guided by it, despite its sobriety and its tight construction and avoiding the singular or archaic term, or the upper style that does not come close to People's needs or treat their social ills rooted in their pre-Islamic society, both Bedouin and civil.
Therefore, the researcher moved towards studying the reality of (the people) whom the Holy Qur'an addressed by studying the reasons for the revelation and the nature of the Qur'anic treatment of man, individual and society, which necessitated the development and diversification of methods according to the requirements of social conditions, and the appropriateness of their changing conditions.
The research touched on the issue of constant and variable in the Qur'anic discourse and the manifestations of this change in Mecca and Medina.
And he proved that the verses attached to certain facts does not mean the limited meanings.
The research concluded with a conclusion and a conclusion.
