This study aims to find solutions to the problem of realistic weakness in sharing creative thinking and innovative applications in building a blended learning methodology through which the three elements overlap, namely, technological development.
Contemporary conditions, emergency conditions, disasters, epidemics, exceptional cases, and quality in education.
The researcher has identified the objectives of the study with the main question: What are the proposals for the contemporary technological education method for the university stage in light of emergency conditions and the quality of education? The question was subquestions, including: What are the foundations and standards of contemporary technological 96 education? What is the appropriate type of education under emergency conditions, disasters, epidemics and exceptional cases? What are the CAA Quality Standards for Education? What is its impact on the proposed teaching method? Does the proposed method of education allow continuing education under normal circumstances beyond emergency conditions ? The researcher followed the qualitative explanatory approach to reach the results of the study, and the most important finding was the suggestion of the smart blended learning style, which is the development of the blended education followed in education, and the most prominent elements of this education is in two directions.
This unit aims to increase or decrease the percentage of virtual attendance from the traditional one.
The results also included a proposal for a distributed test bag for the semester or the final exam in a way that ensures the quality of education.
The study recommended a number of proposals, including the preparation of special and individual quality standards for e-learning in general, including smart blended education, and the legislation of laws and regulations that allow licensing of smart educational institutions.
Education and the establishment of centers of productive participation in the knowledge-based social and economic environment.
