Public funds enjoy civil and criminal legal protection, and this is what the jurists and the administrative judiciary have approved, and that criminal protection is direct and clear on public funds, which are more important on the basis that they are allocated for the public benefit and that the purpose of their allocation is to protect the public interest, and the advanced goal is achieved by protecting that money From any attack that could disrupt its purpose or any behavior that violates its public character, especially since the funds are subject to assault by individuals or workers in the state, so the criminal legislation devoted to these funds special protection in order not to obstruct the desired goal by imposing several means that would protect those funds.

Money, and among the people of these means is the return of public funds that most criminal legislation has adopted.
