English Abstract

The legal rules governing liability in the Egyptian civil law require the injured person to prove the error in order to obtain the compensation he suffered , and that the application of these rules regarding the damage resulting from environmental pollution may lead to drop the state causing pollution is liability , especially if its work is legitimate.

It is not considered a breach of any rule of law, or international obligations, and this is not in line with the contemporary scientific and technological development sought by the Jeddah Agreement 1982 to follow the most recent international rules in the field of civil responsibility that appeared clearly at the present time, and the accompanying emergence of damages If an error occurs in the known technical sense, the state may take the necessary precaution, which prevents the existence of the error or neglect , yet the damage will be done to another country In order to avoid the harmful consequences resulting from the application of the rules of responsibility built fixed erro, we had to search for another basis that avoids these harmful results, so this research proposes to study the extent of harmony of the international rules applicable in the field of civil liability stipulated in the Jeddah Agreement in preserving the environment The Red Sea basin in light of contemporary developments and the growth of international relations with Egyptian legal rules, in line with the new economic and industrial life.
