Hence the importance of studying the political system in view of the evelopments that the world has witnessed, as countries that possess political will and an effective political system occupy its place in the global pyramid.

Lawmakers, no matter how impartial and objective they are, must take into account the ruling system and adopt points of view when drafting penal texts, and whether this view stems from their conviction in the political system or through the power grexercising pressure on them.

The political system may adopt a certain philosophy in drafting legal texts in order to achieve its objectives or fight its opponents, which poses a threat to the freedom of others.

Therefore, no political system can be understood or interpreted unless the economic and social reality, beliefs, values and cultural traditions in each country are studied.
