The study aimed to identify the ability of the official devaluation policy of the local currency to reduce the black market’s control over its value, especially when the black market has become the main dominant in the general price level in the Libyan economy, due to the loss of the central bank its role in controlling the foreign exchange management, which is contributed to create a black market for foreign currency and merchants import goods outside the central bank system (Accounting Bureau Report, 2019, p.

183).

The study relied on a daily time series of the value of the local currency in the Libyan black market during February 2020 to December 2021 to simulate its behaviour until June 2022.

Therefore, the study showed that, the high flexibility of the black market in gambit and controlling the value of the local currency.

Thus, it absolutely controls of the general price level in light of the bank’s inability The Libyan Central Bank has kept up with it, after supporting it with tens of billions in the form of trade credits and bonds for collection over the past decade.
