Community participation is one of the main pillars of the urban development process, as it provides the opportunity for different groups of society to contribute to the preparation, management and implementation of development plans commensurate with their needs and aspirations, in a manner that ensures the achievement of comprehensive national development goals.

the research presents a study of the concept of community participation and its importance in activating strategic plans for cities, and identifying methods and levels of participation, then the research sheds light on foreign models (Germany-Singapore) and local models (the continuous development of the city of-Ismailia-the comprehensive development of the city of Luxor) for the process of community participation in preparing the plan the strategy, as these models show the extent of the impact of the participation process on activating the plan and identifying projects with priorities.

in this study, the researcher relies on the induction approach in reviewing the previous literature of the concepts of community participation and its importance in activating strategic plans, and also adopts the deductive approach in devising mechanisms for how to activate the strategic plan through the process of community participation.

finally, the research concludes with drafting mechanisms to activate the strategic plan using the community participation process, and developing a set of recommendations aimed at raising the efficiency of the process of participation in strategic plans for cities, in order to turn them into projects that can be implemented on the ground.
