In spite of previous attempts or divisions adopted and applied, the regions did not take sufficient attention in practice and consequently -the existence and establishment of infrastructure of roads and others did not achieve the desired development due to the strong centralization around the areas attracting the population such as the valley and the lack of data and technical staff and financial resources necessary for the planning process.

-the inevitable exit from the valley and the delta to the eastern and western deserts through successful development axes by drawing up plans with a clear vision and goals.
