Each country seeks to provide an adequate and necessary protection for its environmental wealth which has become permanently endangered and threatened by the recent rapid technological and industrial development, this is clearly evident in its constitutions and the international conventions as well, those countries cannot activate the protection mechanisms effectively and sufficiently on their own, thus, it was necessary for them to build participatory relations with various civil society organization, which is the best and most influential party to participate in environmental protection.
