The educational process, like all other sectors in the country, has been affected by technology, especially with the educational environment being linked to computer hardware, the Internet, and its dependence on it, so the use of information technology is no longer an alternative but rather an essential option.

As a result of the spread of digitization, the universities and institutions affiliated to higher education ministry have gone to face this global trend and started to work on the production of higher education programs and plans and the transfer of academic courses to the electronic environment through special programs.

This is what was confirmed recently by Ministerial Instruction No.

56 dated 01/19/2020 regarding focusing on the need to use digitization and heading towards the zero policy (0) paper.

Digitization is the subject on the spot because it has become a big bet for national development that the state aims to raise, In this regard, the country has outlined the "Algeria 2013 electronic strategy", which is a strategy that includes a set of actions which objective is to digitize all sectors and developing the information infrastructure within various institutions, including higher education.

Like replacing fax with email, converting periodicals and publications to digital format to reduce printing costs, and avoid to buy newspapers available online for the purpose of preserving public money.

The use of this technology has also become a necessity because it allows the teacher and the learner to make a fundamental and radical change in the way of delivering lectures and evaluating the work between the authors of educational programs and their users, and to keep on with the globalization of e-learning institutions and the competition on a global level.

Thus, the issue of improving e-learning has become a necessity of all times, it is called the "quality era" as it is the real challenge that university education institutions will face in the coming years.

So how can information technology achieve a good quality of higher education at university institutions? and what are its implications and impact on both the teacher and the learner?
