Summary: The legislator adopted a system of litigation privilege for some groups in the state so that the same procedures of investigation are not followed, which violates the constitutional principles enshrined in the Algerian Constitution, so that the most important principle recognized in the constitutions of all countries of the world and international conventions and human rights charters, which is the principle of equality before The law and before the judiciary, so that the same procedures of investigation and trial should be applied to all those who committed crimes during the exercise of the job or because of or on the occasion of whatever capacity or position, in addition to this procedure disrupts the criminal prosecution of the perpetrators of corruption crimes, and may lead to impunity.
