Political concepts vary with the high diversity of intellectual interpretations and theoretical origins.

these concepts change according to practical applications, and they interact with the dynamics of the scripts and the evolution of the idea with consideration of sources and validity.

the governorship (wilaya) as a political concept is very much linked to religious explanations, both in terms of its absoluteness, limitations, or in between.

however, it differs in its political connotations among religious scholars depending on the doctrinal structure and the intellectual basis of each of them and the extent to which this relates to governance and power.

the concept of sovereignty and the development and application of it is associated with the state, and it is one of the state pillars.

this concept has adopted a political dimension which is associated with religious interpretations in some contexts and moves away from religion in other connotations.

in this paper, these two concepts are discussed through different perspectives to reach a clear definition of wilaya and sovereignty.

we discuss the concept of wilaya, the origin of the word in the Arabic language, and how this word can be used and its significance in the terminology.

we also tried to elucidate the authenticity of the wilaya under the islamic interpretation, which is "according to this interpretation," the power of Allah (god) on the creatures, including the people.

later we discussed the concept of sovereignty and the sources of its legitimacy according to philosophical and legal opinions.

in conclusion, we emphasize the existence of a difference in the interpretations of the governorship in islam.

these differences are associated with the concept of power, and they are concentrated within the limits of power and its legitimacy.

despite the importance of the term of governorship (wilaya) in the Arab and Islamic heritage, but it has always been linked to the doctrinal and intellectual structure in the Islamic culture, which sometimes goes to the extent that may exceed the principle of governance and authority.

it takes a political dimension rather than religious differences between the sects.

on the other hand, the concept of sovereignty has emerged earlier than the concept of governorship (wilaya).

however, it took different forms across history, and it had different shapes between the civilizations.

in some contexts, sovereignty as a political concept was also linked to certain religious beliefs.

however, this concept has evolved with the emergence of the modern state.

the link between sovereignty and the authority and the idea of political independence is the central pillar of the contemporary state.
