The Egyptian Muslim Brotherhood, since the establishment of the Brotherhood by its first leader Hassan Al-Banna, has been aware that the solid construction of the organizational structure, the creation of administrative mechanisms, and the relations between all groups and classes are crucial to activate and spread the Brotherhood in Egyptian society and to promote Islamization, which can be used to introduce Sharia as a legal system.

Hassan Al-Banna himself has clearly emphasized the importance of the Brotherhood's organizational spirit and leaders in his speeches and letters.

Moreover, he has emphasized the need for commitment and obedience to all hierarchical orders in accordance with organizational mechanisms, which are a necessary condition for a strong, united grouping that is desperately required.

For this purpose, he made specific and ideological use of hadiths, verses, and biographies to establish discipline and commitment within the Brotherhood.

Al-Banna was aware that the Brotherhood's claim to be educational and social would end once organizational preparations were complete and the Brotherhood was socially and politically able to prove itself as a competitive and governing force.

For this reason, Al-Banna decided to establish a special organization.

This was a closed, secret military organization whose theoretical and legal foundations he laid in several secret letters and speeches.

This secret organization was to become the military wing of the Brotherhood and protect and defend the Brotherhood from its opponents and then be degraded to an Islamic army in the caliphate state sought by the Brotherhood.
