The health aspect of individuals is one of the basic components of societies and is a fundamental requirement of life, and it is also a necessity for development, as a person with integrated mental and physical health is the person best able to work, produce and achieve development goals.

The reader of the life and personality of Emir Abdelkader is well aware that he was simultaneously preoccupied with resisting the occupation and the French presence of Algeria, and of thinking about building the edifice of an Algerian State with modern components based on principles with strong lists adapted to the unrest, chaos, destruction and war that the country was experiencing, by establishing effective, strong, coherent and non-dissident civil and military institutions that work to achieve peace, establish order and discipline and impose on the people the authority and prestige of the State in an effective and efficient manner.
