تعتبر أزمة السكن في الجزائر أحد أهم المشاكل التي لا تزال الدولة الجزائرية تسعى إلى حلها، فهي أحد أهم عوامل التوتر الاجتماعي باعتبار السكن حاجة ضرورية في حياة الفرد، و منذ الاستقلال إلى الآن اعتمدت الجزائر سياسة دعم الخزينة العمومية لقطاع السكن، و التي لم تؤدي دورها و لم تحقق الأهداف المنشودة و المتمثلة في استعاب الطلب المتزايد على السكن بالرغم من المبالغ الباهضة التي صرفت في هذا الإطار، و لهذا قامت السلطات بوضع سياسة جديدة تمثلت في ابتكار طرق تمويل أخرى من أهمها التمويل العقاري و لدعم هذه الآلية قامت الدولة بإنشاء عدة هيئات و مؤسسات مالية مهمتها مساعدة المواطن على الحصول على سكن لائق
Abstract EN
The housing crisis is one of the most important problems that the Algerian state still seeks to solve.
It is one of the most important factors of social tension considering housing is one of the basic needs in the life of individual.
Since independence, Algeria has adopted a policy of supporting the housing sector depending on the public treasury.
But this policy did not fulfill its role and did not achieve the desired goals of accommodating the increasing demand for housing despite the huge amounts spent in this framework.
For this reason the authorities have developed a new policy, namely the creation of other financing methods, the most important of which is real estate financing.
In support of this mechanism, the State has established several financial institutions to assist citizens in obtaining adequate housing.
