Total quality management is a modern philosophy of organizational; it is the result of considerable scientific efforts from the 20th century, with the father of scientific management Frederick Taylor in the 1920s to Edward Deming, who presented it as a comprehensive concept of management and organization.

Organizational culture has a significant role in the transition to the embodiment of the principles of TQM, and therefore must be adjusted in the prevailing culture within our different organizations and institutions, which is achieved through three main axes, first that the culture becomes a culture of quality and secondly, a more open leadership and more responsive to the requirements of this culture, and the third axis is the decision-making process, which is of great importance in the embodiment of principles of TQM.
