The industrial zones in Algeria have known several economic and political halts, and their management was ascribed to national public and local enterprises that were subject to different legal systems according to the political and economic conditions known by the country and through it, the state tried to manage these zones efficiently and effectively, through the public enterprise, within the framework of the public real estate investment strategy, which aims to support investment and create an industrial fabric for the national economy.

Despite the efforts made, the management enterprises failed to perform their tasks due to the ambiguity of the texts regulating them and the lack of the necessary legal and financial means, which pushed successive governments to dissolve them and search for a new enterprise and structural framework that allows for better management of industrial zones.
