تعتبر الإصلاحات الدستورية ممارسة عادية لمواكبة التطورات الحاصلة في الدولة على صعيد النظام الدستوري للدولة، إلا أن واقع الحال في التجربة الجزائرية فيما يتعلق بمسألة التعديل الدستوري أصبح دون أدنى شك يمس مقومات القواعد الدستورية من ثبات و استقرار.
و هذا راجع إلى أن التعديل الدستوري في الجزائر في حقيقة الأمر مرتبط بإرادة السلطة دون أن تكون مشاركة الشعب في العملية فعلية مما يساهم في الحفاظ على استقرار الدستور، الأمر الذي كان له عديد التداعيات السلبية على أسمى وثيقة قانونية في الدولة.
Abstract EN
Constitutional reforms are considered normal practice to keep pace with the ongoing development in the country with respect to its constitutional system.
However, the reality of the situation and the Algerian experience with regard to the question of the constitutional amendment has undoubtedly affected and deeply affected the voters of constitutional rules and their constant stability.
This is due to the fact that the constitutional amendment in Algeria is in fact linked to the will of the authority without the participation of the people in the process being real, which contributes to the maintenance of the stability of the constitution, which has generated numerous negative repercussions on the most sacred of the highest legal documents of the state.

Les réformes constitutionnelles sont considérées comme une pratique normale pour suivre le rythme du développement en cours dans le pays en ce qui concerne son système constitutionnel.
Cependant, la réalité de l'expérience algérienne en ce qui concerne la question de l'amendement constitutionnel a, sans aucun doute, affecté profondément les fondements de constance et de stabilité des règles constitutionnelles.
Cela est dû au fait que l'amendement constitutionnel en Algérie est en fait lié à la volonté du pouvoir, sans que la participation du peuple au processus soit réelle, ce qui contribue au maintien de la stabilité de la constitution, ce qui a engendré de nombreuses répercussions négatives sur le plus sacré des documents juridiques de l'État.
