دور المفوضية السامية لحقوق للأمم المتحدة في حماية و ترقية حقوق الإنسان "نشاط المفوضية في إفريقيا نموذجا" أنشئت منظمة الأمم المتحدة المفوضية السامية لحقوق الإنسان عام 1993، و هذا في إطار تدعيم آليات حماية حقوق الإنسان على المستوى الدولي، و أوكلت لها عدة اختصاصات منها تعزيز و حماية تمتع الناس بجميع الحقوق تمتعا فعليا.
و تنفيذ المهام التي توكلها إليه الهيئات المختصة في منظومة الأمم المتحدة في ميدان حقوق الإنسان، و تقديم توصيات إليها بغية تحسين و تعزيز حقوق الإنسان و حمايتها.
تقديم الخدمات الاستشارية و المساعدة التقنية و المالية.
تعتمد المفوضية السامية في تنفيذ برنامج حقوق الإنسان على مجموعة من الآليات و هي : التنسيق، الحوار، التعاون مع المنظمات غير الحكومية، الشكاوي، المكاتب.
و قد قامت المفوضية بعدة أنشطة على المستوى العالمي، و كان لإفريقيا نصيب من هذه الأنشطة إنشاء المكاتب و تقديم الاستشارات و الدعم التقني للدول و تدعيم المنظمات غير الحكومية، و توجيه نداءات لوقف انتهاكات حقوق، غير أنها صادفتها عدة صعوبات منها: نقص الموارد المالية و عدم وجود سلطة القرار اتجاه الدول التي تنتهك حقوق الإنسان، انعدام الاستقرار السياسي في إفريقيا حيث انتشار النزاعات والتوترات و الاضطرابات الداخلية، إضافة للتخلف الاقتصادي.

The Office of the United Nations High Commissioner for Human Rights was created in 1993, as part of the strengthening of human rights protection mechanisms at the international level, and charged with several functions, including the promotion and protection of the effective exercise of all rights by individuals.
Carry out the tasks entrusted to it by the competent organs of the United Nations system in the field of human rights and make recommendations to it with a view to improving, promoting, and protecting human rights.
Provide advisory services and technical and financial assistance.
In implementing the human rights program in order to promote and promote it, the Commission adopts a set of mechanisms: coordination, dialogue, cooperation with NGOs, complaints, offices.
The Commissioner has carried out several activities globally, and in Africa has, such as establishing offices, providing advice and technical support to countries, strengthening NGOs, and appealing to end rights violations.
but could not achieve his aim well as it should because of political instability in Africa, economic backwardness, and the spread of conflicts, tensions, and internal disturbances.

Le Haut-commissariat des Nations-Unies aux droits l'Homme a été créé en 1993, dans le cadre de renforcement des mécanismes de protection des droits de l'Homme au niveau international, et chargé de plusieurs fonctions, notamment la promotion et la protection de l'exercice effectif de tous les droits par les personnes.
Exécuter les tâches qui lui sont confiées par les organes compétents du système des Nations-Unies dans le domaine des droits de l'Homme et lui faire des recommandations en vue d'améliorer, de promouvoir et de protéger les droits de l'Homme.
Fournir des services consultatifs et l’assistance technique.
Dans la mise en œuvre de son programme de travail, le Haut Commissariat s’appuie sur un ensemble de mécanismes à savoir : la coordination, le dialogue, la coopération avec les ONG, les plaintes… Il a mené plusieurs activités au niveau mondial qui ont contribué au développement des droits de l’Homme.
En Afrique, le haut-commissariat a contribué a la mise en place des bureaux, la fourniture du servies consultatifs et d'un soutien technique aux Pays, le renforcement des ONG et des appels pour mettre fin aux violations des droits.
Mais il n’a pas pu d’atteindre son objectif principal à cause de l'instabilité politique et économique de l’Afrique, la propagation des conflits, ce à quoi s’ajoutent les tensions et troubles internes.
