يعتبر حق الإنسان في بيئة سليمة من بين أهم المطالب التي تقوم عليها عجلة التنمية في ظل التلوث البيئي الكبير الذي تعاني منه الكرة الأرضية و الذي نجم عنه مشاكل جمة، لذا توالت الجهود الدولية و الداخلية للحفاظ على البيئة باعتبارها من بين أهم حقوق التضامن التي يقوم عليها الجيل الثالث من حقوق الإنسان، لذا أصبح تضمين هذا الحق في الدستور أمرا حتميا، و هو ما سارت عليه الجزائر في آخر تعديل دستوري لسنة 2016 باعتباره خيار استراتيجي و ضرورة قانونية من أجل تكريس أسمى حماية للبيئة، و من بين ضمانات تكريس الحق في بيئة سليمة في الدستور الاعتراف للقاضي بتكريس الأمن القانوني باعتباره الحامي الحقيقي للحقوق و الحريات حسب المادة 157 من الدستور و خاصة القاضي الإداري الذي يملك سلطات واسعة في مواجهة الإدارة من أجل حماية الحق في البيئة سواء من حيث إلغاء القرارات البيئية غير مشروعة أو غير ملائمة، أو عن طريق جبر الأضرار البيئية.
Abstract EN
In order for the research to fulfill the scientific objective for which it is prepared by the researcher, the latter is required to comply with a set of elements or requirements, including the scientific honesty.
Faced with the development of modern editing methods which have allowed the researcher to obtain a formidable scientific and knowledge balance, some have dared to associate the ideas of others with it, but more than that, because the affiliation of ideas went beyond to achieve affiliation, of books and publications, hence the need to enact strict laws.
In order to maintain the moral values of the scientific researcher, to limit scientific plagiarism, and to ensure that scientific knowledge belongs to its original owner the concept of scientific plagiarism.

Pour que la recherche remplisse l'objectif scientifique pour lequel elle est conçue par le chercheur, ce dernier est tenu de respecter un ensemble d'éléments ou d'exigences, dont l’honnêteté scientifique.
Face au développement des méthodes d'édition modernes qui ont permis au chercheur d'obtenir un formidable arsenal scientifique et de connaissances, certains auteurs osent associer à leur actif les idées et concepts d’autres auteurs, ou carrément les publications d’autres auteurs.
En plus de l’arsenal juridique relatif aux droits d’auteurs, les pouvoirs publics, à travers un arrêté publié en 2020, tentent de prévenir et de lutter contre le phénomène du plagiat dans le milieu universitaire.
