the issue of its guarantee and its devotion requires the availability of real will and legal mechanism.

and the head of state is considered as the most important institution that guarantees it, being the protector of the constitution and legitimacy.

however, how did the Arab constitutions including the Algerian one, deal with the role of the head of state in promoting and devoting the principle of the rule of law by considering the statement of the legal value of the constitutional oath and the results of perjury and its consequences.
