This article aims to introduce one the means of “citizen journalism” that was created in the Algerian mobility, namely the “Tifo” banners, Where The researcher chose "Tifo" Number 8 for the state of Bordj Bouarreridj, by analyzing four axes: the study of the artistic and aesthetic foundations, the connotations of the elements iconic discourse, the connotations of the elements verbal discourse, and the narrative connotations.

For that purpose, she adopted a qualitative approach; and she applied a semiotic analysis.

Despite the designer's lack of control over the artistic and aesthetic foundations, he was able to construct the intended semantic expression in a creative way.
