The research aims to identify the activation of the culture of quality in the development of educational aids in a sample of schools in Salahalddin education, based on the hypothesis that do factors affect the activation of quality culture on the development of educational means?, The questionnaire was distributed to (130) schools in the center of Salah al-Din governorate and its branches, and recovered from them (116).

After analyzing the data for the responses of the sample of the research, and testing the hypothesis using a number of tools and tools and verifying the hypothesis from which the research started.

Several conclusions were reached, the essence of which is the need to pay attention to the dissemination of the culture of quality among the educational leaders School administrations in line with current competition variables, and conclude the research with a set of recommendations .
