The establishment and development of small and medium enterprises holds a leading position in the development process in Algeria, that small and medium enterprises must be innovative in order to be able to face competition from imported products at very competitive prices.

The deletion of this study is to determine the importance of governance in promoting strategies that encourage the establishment of And the development of innovative small and medium enterprises, especially small and medium-sized companies operating in the information and communications technology sector in Algeria, the results obtained through the study sample consisting of 40 innovative small and medium-sized enterprises that are present in the incubator For the work of Sidi Abdallah, it can be said that the process of creating innovative small and medium enterprises depends on a climate conducive to innovation and on adopting the rules and mechanisms of good governance.
