Local administration is one of the most important method of administrative organization in the modern state, and the adoption of the system of local administration has become more closely linked to the achievement of local development in the country, and the main entrance to any political or social reform; even economic, especially in developing countries.

Local administration has an important role to play in achieving local development at this level, thus giving it a national dimension and choosing the appropriate strategy and models to meet the needs of the citizen.

However, the local administration depends on the availability of a number of basic pillars to be reflected in practice on the ground and in the daily life of the citizen
