The philosophy of the new laws organizing the hydrocarbon sector and its activities, has relatively removed the hydrocarbon sector field from the strategic sectors of the state and joined it to the free economic activity - like the other activities - which are appropriate for economic regulation authorities that replaced the state in regulating the hydrocarbon market with a liberal orientation and that are open to the global market, for this reason the legislator has included tow agencies to regulate this market and its activities, after it was authorized by Sonatrach, the purpose of this study is to search for the reason why the state chose the two hydrocarbon agencies as two authorities of regulation that replace Sonatrach in this activity, which the state considers a new organization which goes with the regulating state.
