This paper aims to study the most important challenges of intellectual property rights protecting that the public reading libraries face in Algeria in their websites, especially during the modern technologies that has many advantages or benefits that they brought to develop electronic availability and facilitate Beneficiaries' access to scientific information, and in the same time these technologies has a several negatives or problems that they created in these libraries, which found themselves confined between the two areas of availability and protection, so from this standpoint, we use the descriptive method on the conceptual framework for the study, and the analysis to reach the results of the applied study that was on The public libraries of the of Algerian center, through the survey tool directed to the librarians working there, consequently, the study reached a set of results that the main libraries rely heavily on their websites within social networks in the dissemination of scientific and academic information of all kinds (books, reports, publications, Magazines, forums, seminars.
