Abstract EN

This research represents one of the attempts to answer the problem of its poor efficiency and the skills of the outputs of education and vocational and technical training, which many consider to be among the main causes of the increase in unemployment rates in the Arab countries, by raising several questions, the most important of which are : 1.

are the outputs of education, especially vocational and technical education and training in the Arab world, among the causes of the high unemployment rate in the Arab world ? 2.

where is the type of education and training outputs heading in the 21st century ? 3.

what is the role of training institutions in reforming TVET in the Arab world ? .

the researcher tried to reach an answer to these questions from studying the reality of education, especially vocational and technical education and training and its advantages compared to developed countries, and international models for participation between education and vocational and technical training and private training institutions.

this research also covered channels and mechanisms of partnership in Arab countries.

the researcher also focuses on the impact of technical and vocational education and training on unemployment rates, and the orientation towards a new preparation for education outcomes due to global technical changes, and how to attract the private sector to invest and participate with vocational and technical education and contribute to financing, and the research concluded the following conclusions : -the low productivity and high unemployment rates among learners and the weak competitiveness of Arab labor vis-à-vis foreign employment indicates the large gap between educational qualification and the requirements of the labor market and the weakness of education and vocational and technical training programs for employment in Arab countries.

-Arab unemployment rates will continue to rise unless the levels and quality of education outcomes are matched with the need of the job market, at rates of 20% university, 60% technical, and 20% professional.

-the main reasons for the weak development of technical and vocational education and training in the Arab countries are the lack of competition for the governmental and private sectors, the lack of international quality systems to measure the alignment of outputs with the labor market, and the weak human capital capabilities of trainers and supervisors.

-the private sector will remain reluctant to invest in education, vocational and technical training for a high cost on the one hand and the inability of those enrolled in this education to bear the expenses of the study unless the state contributes to a set of incentives, including what this research indicated.

-educational investment produced for the private sector in vocational and technical education and training institutions to ensure that educational outcomes are improved and aligned with the needs of the labor market.
