The Syrian conflict proved another one the inability of the un security council to take its measures related to maintaining international peace and security under chapter vii of the united nations charter, because of the systematic using of the veto by the permanent members of the council, Russia and china against any decision issued by it for this purpose, which brings the applicability of union for peace resolution, that gives the general assembly to replace the un security council in this domain.

to what extent can the resolution of the union for peace be applied to the Syrian conflict, to answer this question in two papers: the conceptual framework for the resolution of the union for peace (chapter I) and the possibility of applying the resolution of the union for peace to the Syrian conflict (chapter II).
