The COVID 19 virus has spread in the whole world and has so far been claiming thousands of lives every day at the global level, and its effects have included all sectors of the state without exception, including the sector of penal institutions, which plays a sensitive role within the state as it has between its walls millions of criminals punished for their criminal actions.

but the idea of humanizing prisons calls for providing the necessary health care for prisoners inside penal institutions to protect them from various diseases, including COVID 19, whose presence inside prison may lead to the death of hundreds of lives due to the nature of the penal institution, which makes daily meeting between different prisoners inevitable, whether at night or day, this prompted various governments to put in place a set of preventive measures to confront this epidemic within their penal institutions.
