Abstract EN

This article aims to get to know the nature of trustees governance model due to the fact that University governance in the twenty-first century has become a bridge that enables universities to pass safely to achieve the requirements of the sustainable development in various countries of the world such as the USA, UK and Australia, and according to public Yemeni Universities’ Laws, specifically the Higher Education Law No.

(13) for the year 2010, and the Law No.

(17) for the year 1995 and its amendments represented by Law No.

(30) for the year 1997.

The researcher employs the analytical documentary descriptive approach and then analyzes the reality of trustee governance model in the legislation of Yemeni public universities, based on international contemporary experiments.

The study concludes with a number of results and recommendations, the most important of which are: - Reconsidering the laws of both Higher Education and Yemeni universities.

- Reconsidering the responsibilities of the Board of Trustees in public universities contained in Law No.

(13) of Higher Education for the year 2010.

- Reconsidering the composition of the Board of Trustees and its members and the representation share of internal and external stakeholders, and involving internal stakeholders in universities such as students and faculty members.

In addition, local authorities should be included in the quorum of external beneficiaries.

- Giving the Board of Trustees greater financial autonomy and authority so that it can play its role in effective accountability.

- Conducting more original studies related to university governance models, be they at the local, Arab or international levels.
