The first and second topic take up: The concept of responsibility, and the general employee in language and con- vention, and The third topic dealt with: conflict of interests, and the fourth topic: methods of preventing conflict of interests, And in it the description of the employee to whom the position of the public employee applies, and the description of his rights and duties, and the prohibitions that he must avoid, mentioning the effects of conflicts of interest, and the impact of the public interest, including the consequent violation of job duties and re- sponsibilities.
