Abstract EN

The spread of hate speech has become increasingly prevalent in recent times among many societies.

Hate speech prompts feelings of hatred and resentment towards a certain group based on race, belief, or gender, which leads to mass violations of human rights.

The present study aims to reveal the various legal rules enacted by some countries and the prevention mechanisms they have established to mitigate the human rights violations caused by hate speech.

The Algerian legislature has issued Law No.

20-05 on combating and preventing discrimination and hate speech, along the lines of many international instruments that aim to achieve this endeavor.

However, countering hate speech can be mainly achieved by intensifying punishment for the perpetrators of incitement to hatred and eliminating the root causes of hatred by spreading a culture of tolerance and dialogue.
