E-management is among the most important strategic requirements that are effective in improving and activating the public utility in general.

it also aims to facilitate services and simplify procedures, and had a significant impact on eliminating administrative corruption and bureaucracy, as we noted its impact on the development of the human element, as well as improving and regulating the functioning of public facilities and equality between those dealing with the administration.

accordingly, digital transformation is an effective strategy to ensure administrative reform.
