The Turkish constitution promulgated in 1982 adopted the parliamentary system and regulated the relationship between the authorities on this basis, but the amendments made to some provisions of the Turkish constitution in 2018, especially with regard to the powers of the head of state, gave the state president a special constitutional status through his preference and the granting of political privileges.

A higher position than other authorities, as the constitution grants the president a political role and wide powers that make him dominate other constitutional institutions, and this leads to prejudice to the independence of the legislative and judicial authorities.

Thus, the constitution strengthened and expanded the role of the president of the republic while it did not clarify the political responsibility that entails from it.

The constitution sufficed with stipulating criminal responsibility to the head of state.
