موضوع المقال هو استنتاجات لما شهده العالم من تطورات غريبة بخصوص التدخل في الشؤون الداخلية للدول، و تمييع المفهوم الأول الذي تم وضعه مع نهاية الحرب العالمية الثانية، و توصية الجمعية العامة رقم: 2131 بتاريخ: 21 ديسمبر 1965 المعنونة بإعلان عدم التدخل في الشؤون الداخلية للدول وحماية استقلالها و سيادتها على تحريم كل أشكال التدخل، و المادة الثانية من ميثاق الأمم المتحدة وغيرها من المواثيق الدولية.
و منه نتساءل، ما سبب هذا التحول، و ما خلفيته القانونية و السياسية؟ و ما هي الأسباب المعلنة وغير المعلنة للتدخل في الشؤون الداخلية للدول، ثم ما الأساليب المستحدثة و المبتكرة المتعلقة بالتدخل في شؤون الدول الداخلية؟ و ما الحلول الكفيلة بالحد من التدخل في الشؤون الداخلية للدول؟
Abstract EN
the subject of the article, is conclusions about the strange developments that the world has witnessed in relation to interference in the internal affairs of states, and a dilution of the first concept that was developed with the end of World War II and the General Assembly’s recommendation No.: 2131 dated: December 21, 1965 entitled to declare non-interference in The internal affairs of states and the protection of their independence and sovereignty by the prohibition of all forms of interference,And Article Two of the Charter of the United Nations and other international covenants.
Why this shift, what is its legal and political background, what are the declared and undeclared reasons for interfering in the internal affairs of states, what are the new and innovative methods for carrying out intervention in the internal affairs of states, and can solutions be found to limit from interfering in the internal affairs of states?

le sujet de l'article, sont des conclusions sur les développements étranges dont le monde a été témoin en ce qui concerne l'ingérence dans les affaires intérieures des États, et une dilution du premier concept qui a été développé avec la fin de la Seconde Guerre mondiale et la recommandation de l'Assemblée générale N° : 2131 du : 21 décembre 1965 habilité à déclarer la non-ingérence dans les affaires intérieures des États et la protection de leur indépendance et souveraineté par l'interdiction de toute forme d'ingérence,Et l'article deux de la Charte des Nations Unies et autres pactes internationaux.
Pourquoi ce changement, quel est son contexte juridique et politique, quelles sont les raisons déclarées et non déclarées de l'ingérence dans les affaires intérieures des États, quelles sont les méthodes nouvelles et innovantes pour intervenir dans les affaires intérieures des États et peut-on trouver des solutions pour limiter l'ingérence dans les affaires intérieures des États ?
