This article deals with the problem of building coastal cities in the Central Maghreb, and the reality of the role of Andalusian travelers (merchants, adventurers, or even politicians) in building these cities, Two cities were chosen: Oran and Tenes.

The article reveals that what the Andalusians did in fact was the revival of these two cities, not the foundation, Among the issues addressed in this article is the question of the goals of these Andalusians, are they commercial or political goals, as the Umayyad state in Andalusia at the end of the ninth century and the beginning of the tenth century AD was seeking to expand in Maghreb to confront the Shiites.
