Abstract EN

The purpose of the study is to determine the reality of the territorial measure in the States of the Maghreb ( Tunisia, Algeria and Morocco) the focusing on the post-2011 phase, where popular protests in the region revealed regional disparities and the failure of decades of central development policies to balance regions.

In pursuit of this, the authorities in these countries have quickly adopted many reforms, and adopting new governance strategies along the lines of decentralization, participatory democracy and local governance, to ennable the territorial /local units can manage local affairs in a framework of popular participation and transparency, They have been approved by the constitutions of the Maghreb States and confirmed by their regulatory laws.

Strengthening the influence of local units in states remains the subject of study, depending on the extent to which the central authority adheres to the principle of the free management of local units and ensures the independence of their resources.
