The study aims to analyse and evaluate the financial situation of local communities and the extent of the latter's subordination to the central authority, which affects the quality of their decisions in the framework of meeting citizens' services and achieving the proper functioning of the local public utility, by providing a clear picture of the most important problems facing local communities at the financial level, and working to clarify ways to address the lack of financial funding for them, with a view to exercising their competencies independently.
