If security, according to its traditional concept, is military force and border protection from any danger that may threaten the borders of the state, then its concept began to expand and go beyond the limits of protection, aggression and military force, to include new concepts related to the development of society towards achieving various goals, to ensure its prosperity and security.

perhaps the most important means of realizing this new concept is linked in the first and last with money as it is the backbone of life and achieves goals and objectives.

linking the concept of security to the means of achieving its various aspects of society and the state, present and future, represented by money and giving the character of financial security, came at a difficult period associated with the collapse of oil prices, considering it the main resource for the state, and the slowness in the process of embodying rational financial governance.
