Nations are constantly striving to protect their national culture, and this concern extends towards the defense of human heritage as a common heritage of peoples, while increasing pressure on achieving this goal in light of modern technologies and methods of illegal exploitation of heritage resources.

there is a degree of indifference, neglect and destruction that affects the heritage of peoples who are unable to secure it, with lack of will sometimes, and lack of efficiency and effectiveness in dealing at other times.

this paper reached the centrality of attention to the cultural issue in the era of high technologies, where the preventive aspect should be maximized, and there should be efficiency in providing solutions, with taking advantage of pioneering experiences in the context of seeking cultural security that does not deprive peoples of developing their resources, and does not stand in the way of keeping pace with the digital age.
